摘 要:路侧停车收费过程中,收费人员和停车者讨价还价的现象普遍存在,出行者实际支付的停车费用低于理论停车费用。研究该现象对出行方式选择的影响,并为停车管理和价格制定提供支撑。以改进的FSC效用函数建立3阶段路侧停车收费博弈模型,通过北京市城区实地调研结果对模型参数进行赋值,求解平均讨价还价区间。修正私人小汽车出行停车费用,建立服从Logit函数的多方式出行网络配流模型。实证和算例结果表明,路侧停车收费平均讨价还价区间为理论停车费用的50%~80%;路侧停车收费博弈对配流模型的结果产生不可忽略的影响,考虑停车收费博弈后,不同出行距离下私人小汽车出行概率增加2.8%~12.4%,其平均增幅为5.7%;调节停车费率对出行方式选择的引导作用效果减弱。Because of a widespread phenomenon of bargaining between fee collectors and parking travelers,the parking fee that travelers actually paid is lower than theoretical charge.A model of roadside parking fee bargaining and a model of network assignment for multi-mode travel are developed to study influences of this phenomenon on the choice of travel modes,providing support for parking management and price setting.Based on improved FSC utility function,a tri-stages roadside parking charge game model is established.The parameters of the model are assigned according to the results of a field survey in Beijing urban areas,and the average bargaining interval is solved.The parking fee of private cars is modified,and a model network assignment for multi-mode travel is developed,which obeys Logit function.The empirical and experiment results show that the average bargaining range of the roadside parking fee is 50%–80%of the theoretical charge.The roadside parking charge game has a non-negligible impact on the results of the assignment model,and the travel probability of private car increases by 2.8%-12.4%with an average increase of 5.7%under different travel distances considering the game.The effect of adjusting the parking rate on the choice of travel mode is weakened.
