探索城投公司转型为城市综合运营商的几点思考——以成都天府国际空港新城片区综合开发为例

摘　　要：城市建设投资公司(通常简称城投公司)作为经营城市重要载体,兼具政府投融资平台功能,随着地方政府债务不断规范等原因面临转型升级的压力。梳理我国城投公司的发展历程,并以成都市部分城投公司经营状况为例,揭示出发展中存在的挑战和机遇,并结合成都天府国际空港新城片区综合开发,研究城投公司如何从单纯的政府投融资平台转型为城市综合运营商,为城市片区综合开发项目的投资建设和运营管理提供参考。Urban Construction Investment Company(UCIC),an important carrier of city managementfunctioning as the platform for government investment and financing,is facing the pressure of transformation and upgrading due tofactors like continuous standardization of local government debt.This paper sorts out the development process of UCIC in China,analyzes some operation status of UCIC in Chengdu,and points out theirchallenges and opportunism in the process of development.Based on the comprehensive development in Chengdu Tianfu International Aerotropolis,this paper studies how the UCIC has changed from a simplegovernment investment and financing platform into an urban comprehensive operator,providing references forthe construction and operation of the comprehensive development projects in the urban area.
