大西高速铁路综合试验段工程质量管理创新与实践

摘　　要：大西高速铁路综合试验段工程正线长度86.666 km,设原平西、忻州西、阳曲西3站。为满足350 km/h试验和新技术科学试验要求,开展通信、信号、电气化等适应性改造和聚氨酯固化道床、CRTSⅠ型双块式减振型无砟轨道等新技术科学试验改造。大西高速铁路综合试验段是大西高速铁路综合试验的重要组成部分,为高速铁路综合试验搭建了试验环境,提供了试验条件。该工程具有组织管理难度大、质量管理范围广、质量影响因素多、施工难度大风险高等特点,基于"零缺陷""全面质量管理""精细化管理"三大质量管理理论,创新质量管理理念,提出全面质量管理、工程质量精细化管理等措施。通过有效的质量管理,工程建设中未发生责任质量事故,组织高效,数据准确可靠,工程验收合格率100%,质量管理成效显著。The main line of the comprehensive test section of Datong-Xi’an HSR is 86.666 km long with three stations of Yuanpingxi,Xinzhouxi and Yangquxi.In order to meet the requirements of the 350 km/h test and the tests of science and new technologies,the adaptive transformation of communication&signaling and electrification as well as scientific and experimental reforms such as polyurethane-cured track beds,CRTS I double-block vibration-damped ballastless tracks,etc.are carried out.The comprehensive test section of Datong-Xi’an HSR is an important part of the Datong-Xi’an HSR comprehensive test.It sets up a test environment for the HSR comprehensive test and provides test conditions.With the characteristics of difficult organization and management,wide range of quality management,multiple quality influencing factors,and high risk and difficult construction,the measures such as full quality management and refined engineering quality management are proposed based on the three quality management theories of"zero defects","full quality management"and"refined management".Through effective quality management,no quality accidents occurred in the engineering construction;the test organization was efficient,the test data accurate and reliable,and the acceptance rate of project was 100%,showing remarkable quality management.
