档案职业健康管理概念内涵与管理模型探析

摘　　要：档案职业健康管理,即档案从业者职业健康管理,是指在档案作业过程中,国家和用人单位为使档案从业者免受各方面有害因素影响而采取的措施的总称。文章基于管理维度理论,构建了档案职业健康管理模型(AOHM Model),其以主体要素、方式要素、资源要素、客体要素和内容要素为支撑轴,以代表档案职业健康管理终极目标的核心维、代表档案职业健康管理的运行机制的运作维、代表档案职业健康管理的指导思想的理念维为组成结构。该模型在职能交错与机构缺位的体制方面、投入不足与统筹缺乏的技术方面、修订滞后与内容零散的法制方面、意识培育与环节缺失的落实方面还存在一定的落地难度,可以从科研投入、法制建设和协会构建方面着手加以应对。Archives occupational health management,that is,archives practitioners'occupational health management,refers to the general term of measures taken by the state and employers to protect archives practitioners from various harmful factors in the process of archives operation.Based on the theory of management dimension,this paper constructs the Archives Occupational Health Management Model(AOHM Model),which takes the subject element,mode element,resource element,object element and content element as the supporting axis,the core dimension which represents the ultimate goal of archives occupational health management,the operation dimension which represents the operation mechanism of archives occupational health management,and the guiding ideology which represents archives occupational health management The idea dimension of the system is the composition structure.There are still some difficulties in the promotion of the model,such as the institutional aspect of function interlacing and institution vacancy,the technical aspect of insufficient investment and overall planning,the legal aspect of lag in revision and scattered content,the implementation of consciousness cultivation and link deficiency,which can be dealt with from the aspects of scientific research investment,legal construction and association construction.
