新时代高职院校内部质量保证体系建立与运行——打造三个体系,实现相互融合,以武汉船舶职业技术学院为例

摘　　要：高职院校内部质量保证体系的建立和运行,是高等职业教育实现高质量、内涵式发展的必然要求,文章在分析现状、研究问题的基础上,以武汉船舶职业技术学院为例,结合船员教育和培训质量管理体系和ISO9001质量管理体系在学院的建立和运行,采用全面质量管理、目标管理、知识管理及绩效管理的理论,提出了新时代高职院校内部质量保证体系建立的7个步骤和运行的4个基本要求。在学院形成了覆盖航海类专业的“船员教育和培训质量管理体系”、覆盖工业中心产品类的ISO9001质量管理体系、具有学院“三全育人”特色的内部质量保证体系。三个体系各有特色,又相互融合,为新时代高职院校内部质量保证体系的建立和运行提供了范例。The establishment and operation of internal quality assurance system in vocational colleges is an inevitable requirement for higher vocational education to realize high quality and connotative development.Based on the analysis of the present situation,this paper takes Wuhan Institute of Shipbuilding Technology as an example,adopts the theories of total quality management,objective management,knowledge management and performance management,puts forward seven steps and four basic requirements for the establishment and operation of internal quality assurance system in vocational colleges.In theinstitute,we have formed a quality management system covering the education and training of seafarers,and an ISO9001 management system covering the products of industrial centers,and an internal quality assurance system with the characteristics of"three complete education".The integration of the three systems provides an example for the establishment and operation of internal quality assurance system in vocational colleges in the new era.
