泸州市二甲医疗机构药品“两票制”实施情况抽查与分析

摘　　要：目的为卫生行政部门完善相关药品采购政策提供循证证据。方法采用随机抽样法抽查2017年9月至2018年8月泸州市5家二级甲等(简称"二甲")医疗机构,通过实地调研、访谈,获取药品分类采购情况,主要指标包括药品采购占比和基本药物采购金额比例,以及"两票制"执行情况等。结果泸州市二甲医疗机构药品平均阳光采购积分高于90分,药品采购比例达到要求,符合四川省阳光采购考核规定,"两票制"执行情况良好。结论"两票制"有利于保证医疗机构药品的种类和储存量,有利于药品安全、贮藏及流通的管理,但同时需相关配套政策加强监督管理。Objective To provide evidence-based evidence for health administrative departments to improve relevant drug procurement policies.Methods Random sampling method was used to inspect five Grade A Class 2(referred to as″2 A″)medical institutions in Luzhou from September 2017 to August 2018.Through field investigations and interviews,classified drug procurement status was obtained.The main indicators included drugs proportion of purchases,proportion of purchase amounts of essential drugs,and implementation of the″Two Tickets System″.Results The average sunshine purchase score of the 2 A medical institutions in Luzhou was higher than90 points,and the proportion of medicine purchases met the requirements,which complied with the Sichuan Province’s sunshine purchase assessment regulations.Conclusion The″Two Tickets System″is conducive to ensuring the types and storage volumes of medicines in medical institutions and to the management of medicine safety,storage and circulation,but at the same time relevant supporting policies are needed to strengthen supervision and management.
