摘 要:青海省义务教育均衡发展的起点较低。近年来,在国家层面的特殊帮扶和青海省政府对义务教育事业的重点关注下,义务教育均衡发展的步伐持续加快。青海省义务教育均衡发展监测制度经历了发展演进的基本历程,形成了自身独有的特征:紧跟国家政策步伐但形成时间滞后且系统性不强。符合青海省情,可操作性强,但由于义务教育均衡发展所处的阶段,在形成过程中也存在重形式轻内涵,重结果轻过程的弊端。The starting point of balanced development of compulsory education in Qinghai province is relatively low.In recent years,the pace of balanced development of compulsory education has been accelerating with the special assistance of the nation and the Qinghai govemment.The balanced development monitoring system of compulsory in Qinghai province has undergone a basic process of development and evolution.It has fonned its own unique characteristics:keeping up with the pace of national policy,but forming time lags behind as well as the system is not so perfect.It conforms to the situation of Qinghai province and has strong operability.However,due to the stage of balanced development of compulsory education,there are also drawbacks in the process of formation,such as paying more attention to form than connotation,and paying more attention to the result than the process.
