教育硕士专业学位研究生教育质量评估的内涵与特征

摘　　要：教育硕士专业学位研究生教育质量评估是教育硕士专业学位研究生教育质量保障的重要方式。受质量控制文化、质量保证文化、全面质量管理文化的影响,教育硕士专业学位研究生教育质量评估的功能也在质量鉴定、问题诊断、改进质量三个方向间游走。教育硕士专业学位研究生教育质量评估是政府、社会中介机构、高校和研究生等利益相关者受高质量需求驱动,依据学术性与职业性相结合的全面质量标准,在科学决策的基础上综合评判教育硕士专业学位研究生教育活动及其效果的优劣程度,从而保障教育硕士专业学位研究生教育质量的持续改进。其中,评估主体的质量需求是动力,内外部主体协同评估是基本方式,强调常态化和持续性是基本要求,保障高质量发展是最终目的。The education quality evaluation of Ed.M.is one important part of education quality assurance. Influenced by the culture of quality control, quality assurance and total quality management, the function of quality evaluation hovers between quality appraisal, problem diagnosis and quality improvement. It finds that the education quality evaluation of Ed.M. is the comprehensive evaluation driven by quality requirements from the government, the social intermediary organization, the university and the graduates, according to the total quality standard and scientific decision-making. Besides, there’re such characteristics: quality demands from the evaluation subjects, the internal and external subject collaborative evaluation, normal and sustainable evaluation, and pursuit for the high-quality development.
