摘  要:构建中国特色和谐劳动关系,是建设社会主义和谐社会,保持经济持续健康和高质量发展的关键环节和重要保证。在梳理学界对改制企业、私营企业劳资关系以及构建和谐劳动关系等问题的基础上,本文强调国家(政府)在劳动关系治理中的地位和作用。同时,从马克思主义的国家理论出发,探寻公有资本的内在逻辑,进一步申明马克思主义劳资关系理论仍然是研究新时代中国劳动关系问题的基础理论和行动指南。最后,讨论“劳动平等”的相关理论及其与公有资本的作用机制,主张通过壮大公有资本构建一种新型的劳动关系治理模式,从而发展和谐劳动关系。The construction of harmonious labor relations with Chinese characteristics is the key link and important guarantee for the construction of a harmonious socialist society and the sustainable,healthy and high-quality development of the economy.On the basis of sorting out the papers about restructuring enterprises,private enterprises'labor relations and the construction of harmonious labor relations,we emphasize the role of the state(government)in the labor relations governance.At the same time,starting from Marxist theory on state,the paper explores the internal logic of public capital,and further affirms that Marxist theory of labor relations is still the basic theory and action guide for the study of China's labor relations in the new era.Finally,the paper discusses the theory of"labor equality"and the mechanism of its function with public capital,and proposes to build a new model of labor relationship governance through strengthening public capital,so as to develop harmonious labor relationship.
