摘　　要：以中小企业技术创新最优模式为研究目标,在“一带一路”研究背景下,梳理中小企业技术创新现状及问题,系统研究中小企业技术创新过程的优势、劣势、机会和威胁,运用层次分析法进行模式选择。得出结论:合作创新是“一带一路”背景下中小企业技术创新的最优模式。提出网络化合作策略、重点企业引领策略、资源优化整合策略等改进合作创新模式。Under the background of“One Belt and One Road”,this paper sets the optimal model of SMEs technological innovation as the research goal to sort out its status quo and problems,and to systematically study the advantages,disadvantages,opportunities and threats of it.By using the analytic hierarchy process to select the model,it is concluded that the cooperative innovation is the best.Finally,the cooperative innovation model such as the strategy of network cooperation,the guidance strategy of leading enterprise,the integration strategy of resource optimization are proposed.
