省会经济圈建设对区域生态环境影响的实证分析——以合肥经济圈为例

摘　　要：省会经济圈建设对区域生态环境的影响具有阶段性,但目前对区域生态环境影响的研究较少。为探究省会经济圈建设对区域生态环境的影响,以2010年合肥经济圈为研究对象,运用合成控制法评估省会经济圈建设对区域生态环境的影响效应。研究发现:省会经济圈建设对区域生态环境的影响具有明显的阶段性特征。当合肥经济圈建设处于成长期阶段时,伴随人口快速增长带来的环境污染、以第二产业为主的产业转移引发的生态环境负外部性等问题,一定程度上加重了圈内城市生态环境承载力;目前合肥经济圈处于成熟期的初期阶段,战略性新兴产业的迅速成长以及企业对节能减排技术手段的研发,使得区域内生态环境的污染状况有所改善。实证分析证明:只有持续提升圈域经济发展水平、不断优化产业结构、重视节能减排技术创新,才能有效改善区域生态环境质量。The influence of the construction of provincial capital economic circle on regional ecological environment is periodic, but there are few studies on the impact of regional ecological environment at present. In order to explore the impact of the construction of the provincial capital economic circle on the regional ecological environment, this paper takes the Hefei economic circle in 2010 as the research object, and evaluates the impact of the construction of the provincial capital economic circle on the regional ecological environment by using the synthetic control method. It is found that the influence of the construction of provincial capital economic circle on the regional ecological environment has obvious stage characteristics. When the construction of Hefei Economic Circle is in the growth stage, the environmental pollution brought by the rapid growth of population, the negative externality of the ecological environment caused by the industrial transfer of the secondary industry, etc., to a certain extent, aggravate the carrying capacity of the urban ecological environment in Hefei Economic Circle. At present, Hefei Economic Circle is in the early stage of maturity, strategic emerging industries and enterprises grow rapidly. The research and development of energy saving and emission reduction technology means has improved the pollution situation of the ecological environment in the region. Empirical analysis shows that only by continuously improving the economic development level of the region, continuously optimizing the industrial structure, and paying attention to energy saving and emission reduction technology innovation, can the quality of regional ecological environment be effectively improved.
