A Comparative Study on Strategic Management between Chinese and British Universities——Taking Tsinghua University and University College London as Examples

摘  要:高等教育系统的变革与"双一流"建设的战略布局要求大学加强战略管理,提升建设成效。对比伦敦大学学院和清华大学的战略管理过程发现:前者将创新创业教育纳入使命陈述中,后者服务国家的政治论哲学特征明显;两校分别选择了突出历史文化积淀和系统呈现内外部发展态势两种战略环境分析方式;战略制定所关注的维度高度重合;两校都通过行动方案推进战略实施;伦敦大学学院除强调校内战略评估外还积极接受校外监督。两校战略管理的差异主要源于历史传统、治理结构和校园文化的不同。创新大学战略管理理念与改进大学战略管理实践需从质量、人员和信息三大要素着手。The transformation of higher education system and the strategic deployment of‘double first-class’ construction demand universities to strengthen strategic management and improve effectiveness of building.Comparing the strategic management process of UCL and Tsinghua University, it is found that the former includes innovation and entrepreneurship education in its mission statement, while the latter has obvious characteristics of political philosophy serving the country. Two universities have chosen two strategic environmental analysis methods respectively: highlighting historical and cultural accumulation and presenting internal and external development situation of systematically. The dimensions of strategic planning are highly overlapping. Both universities promote the implementation of strategies through action plans. In addition to the emphasis on internal strategic assessment,UCL also actively accepts external supervision. The differences in strategic management between the two universities mainly stem from the differences in their historical tradition, governance structure and campus culture. To innovate the idea and improve the practice of university strategic management, quality, personnel and information are three elements that deserve more attention.
