摘 要:高等教育作为一个国家或地区发展水平和发展潜力的重要标志,已成为科技进步、经济发展的主要推动力。本文以柯布-道格拉斯生产函数为基础,选取2006-2017年西藏的劳动力人口受教育程度、从业人员数量、地区生产总值等数据,运用丹尼森因素分析法和劳动简化法,研究西藏高等教育自就业改革以来对经济增长的贡献作用。实证研究结果显示,自就业改革以来西藏高等教育对经济增长的年平均贡献率为1. 99%,显著低于全国平均水平。究其原因,主要在于西藏劳动产出弹性系数偏低、人均高等教育年限太低,有限的人力资本没有充分盘活和调动起来,对经济增长的贡献作用有限。基于此,本文从高等教育学科专业设置、人才培养模式、教育体制等角度,提出了高等教育发展的有关政策建议。College education has been regarded as an indicator for the development level and potential of a nation or a region,and become the major promoting force behind scientific progress and economic development.This article tries to base on Cobb-Douglas production function,while using relative data from 2006 through 2017,adopt Denison factor analysis method and labor simplification method to study the contribution of college education in TAR on its economic growth since the employment reform.The research indicates annual contribution for economic growth in TAR after the reform amounts to 1.99 percent,significantly lower than the national average level.The reasons behind the result is due to lower elasticity coefficient of labor output in TAR,shorter per capita college education time,limited human capital yet to be fully activated and mobilized,thus resulting in limiting contribution to economic growth.The article also makes policy recommendations on college education discipline setting,personnel training and education system.
