摘 要:从帝国时期开始,俄罗斯就有教育出口的传统。苏维埃政权建立以后,苏联教育出口以维持与其他国家的政治同盟为主要目的。苏联解体以来,在市场化改革的背景下,教育出口开发出越来越多的形式。教育出口的功能也由主要关注改善教育经济状况过渡到提高国际影响力、加强文化传播、实现地缘政治利益等多重作用,教育出口也上升为国家战略。除完善教育出口政策体系之外,联邦政府采取了建立统一教育空间、推动俄语传播、简化外国人入境手续等策略。俄罗斯教育出口的发展反映了教育出口与不同时期社会发展需求的互动,启示我们在新的历史条件下重新评估教育出口在国家国际化战略中的特殊作用。Since the Empire, Russia has a tradition of education exports. After the establishment of the Soviet regime, the main purpose of Soviet education exports was to maintain political alliances with other countries. Since the disintegration of the Soviet Union, in the context of market-oriented reforms, educational exports have developed in more and more forms. The function of education exports has also shifted from focusing on improving the economic status of education to increasing international influence, strengthening cultural dissemination, and realizing geopolitical interests. Therefore, education exports have become a national strategy. In addition to improving the education export policy system, the federal government has adopted strategies such as establishing a unified education space, promoting the spread of Russian language, and simplifying foreigner entry procedures. The development of Russian education exports reflects the interaction between education exports and social development needs in different periods, and it enlightens us to re-evaluate the special role of education exports in national internationalization strategies under new historical conditions.
