摘　　要：未成年人网络保护是一个系统工程。中国是信息化开始时间晚、未成年人网络群体庞大的国家,更要汲取其他国家的经验和做法。与欧盟相比,中国在未成年人互联网利用安全防护体系、教育体系上有待完善,因此有必要梳理欧盟帮助未成年人网络保护的战略、计划和措施。通过分析发现,欧盟委员会从1999年以来,针对未成年人网络(互联网)保护实施连续20年的战略规划,相应形成较为完善的法律体系、互联网行业规范、专项资金投入、多种服务支持、多方参与的机制。对应分析我国未成年人互联网利用现状,应该在立法、开发丰富的互联网教育资源、建立未成年人互联网保护体系等方面进行改进。The network protection of minors is a systematic project. Especially in China, which has a late start of information technology and a large number of young network users, we should learn from the experience and practice of other countries. Compared with European Union, China needs to improve the security protection system and education system of Internet use of minors, so it is necessary to sort out the strategies, plans and measures of EU to help minors use the Internet securely. Through intelligence analysis, it is found that since 1999, the European Commission has implemented a 20-year strategic plan for the use of the Internet by minors, and accordingly formed a relatively complete legal system, Internet industry norms, capital investment, multiple service support and multi-party participation mechanism. According to the analysis of the current situation of Internet utilization of minors in China, we should improve the legislation, develop rich Internet utilization education resources, and establish the protection system of Internet for minors.
