摘 要:智慧城市建设是信息技术在城市管理、社会治理、居民生活等领域的全面深入应用。河北省建设新型智慧城市过程中,在智慧政务、精细化社会治理、智能化基础设施建设、宜居环境建设、智慧民生服务等领域还存在人才缺口,其智能产业与京津差距大,收入水平和公共服务等软环境对高科技智能人才吸引力相对较弱。借鉴国内外建设智慧城市的经验,河北省在智慧城市建设中应分层次分阶段突破,实施人才主体战略,增加信息化人才投入和储备,加大高层次人才吸引力度;重视培训,提高现有服务型人才队伍素质;加强复合型智能产业人才培养,积极发展智能产业吸引培养应用型人才;优化"软环境"吸引智能人才。Smart city construction is the comprehensive and in-depth application of information technology in urban management,social governance,residents'lives and other fields.In the process of constructing new smart cities in Hebei Province,there is still a lack for talents in the fields of smart government affairs,fine social governance,smart infrastructure construction,livable environment construction,smart livelihood service,etc.,the distance of its smart industries to those of Beijing and Tianjin is long,and the soft environment such as income level and public service is relatively less attractive to high-tech smart talents.Based on the experience of constructing smart cities at home and abroad,Hebei Province should make breakthroughs at different levels and stages in the construction of smart cities,implement the strategy of talents as the main body,increase the investment and reserve of informatization talents,increase the attraction to high-level talents,attach importance to training,improve the quality of the existing service talent troop,strengthen the cultivation of compound talents in smart industries,actively develop the smart industries to attract and cultivate applied talents,and optimize the“soft environment”to attract smart talents.
