摘 要:京津冀协同发展战略为京津冀人力资源市场一体化建设提供了动力。三地积极推进京津冀区域性人力资源市场建设,在人力资源服务业务合作、人才智力资源共享、专家与职称资格互认、劳动人事争议仲裁等方面开展了实质性合作。但京津冀人力资源市场的一体化仍存在人力资源市场配置支撑体系不足、用人主体参与度不高、政策落实不够等问题。进一步推动京津冀人力资源市场的一体化,应突破制度障碍,建立人力资源市场信息互通平台,充分发挥企业作为市场主体的作用,优化配置人力资源,促进人力资源在区域内的自由流动。The coordinated development strategy of Beijing,Tianjin and Hebei provides impetus for the integrated construction of human resource markets in Beijing,Tianjin and Hebei.The three regions actively promote the construction of regional human resource markets in Beijing,Tianjin and Hebei,and carry out substantive cooperation in human resource service,the sharing of talent and intellectual resources,mutual recognition of experts and professional titles,and arbitration of labor and personnel disputes.However,the integration of human resource markets in Beijing,Tianjin and Hebei still has some problems,such as insufficient human resource market allocation support system,low participation of employers and insufficient implementation of policies.To further promote the integration of human resource markets in Beijing,Tianjin and Hebei,we should break through the system obstacles,establish a human resource market information exchange platform,give full play to the role of enterprises as the subjects of the markets,optimize the allocation of human resources,and promote the free flow of human resources in these regions。
