摘 要:选取2009—2017年我国省级面板数据,利用面板向量自回归(PVAR)模型分析政府研发资助、企业研发投入与创新绩效之间的动态交互作用以及各地区之间的差异。研究结果表明:政府研发资助和企业研发投入均对创新绩效具有促进作用,且创新绩效对企业研发投入的响应更迅速,但对政府研发资助的响应程度更大;创新绩效对政府研发资助具有抑制作用,而对企业研发投入具有促进作用;政府研发资助与企业研发投入之间的关系是先相互促进后相互抑制,杠杆效应与挤出效应先后发挥主导作用;各地区之间具有区域异质效应,各区域在响应方向、响应速度方面均具有区域差异性。This paper analyzes the dynamic relationship among government R&D funding,enterprise R&D inputs and innovation performance and the difference between regions of China based on the panel data of China from 2009 to 2017,by using the penal vector autoregressive(PVAR)model.The results show that:Both government R&D funding and enterprise R&D inputs have a positive effect on innovation performance,and innovation performance is more quickly responsive to enterprise R&D inputs,but more violently responsive to government R&D funding.Innovation performance has a depressing effect on government R&D funding,and让has a positive efiect on enterprise R&D inputs.The relationship between government R&D funding and enterprise R&D inputs is first mutually reinforcing and then mutually inhibiting each other the lever effect and crowding-out efiect have played a leading role in sequence.There are regional heterogeneous effects between regions,each region has regional differences in response direction and response speed.
