摘 要:目的:了解目前乡镇卫生院卫生人才队伍建设中存在的问题、分析成因、探讨对策。方法:设计专题调研问卷对县级卫生健康行政部门分管领导与乡镇卫生院院长进行调查,并对结果进行描述性统计分析。结果:乡镇卫生院34岁及以下年龄段职工仅占29%,拥有本科及以上学历的仅13%,高级专业技术人员仅占1%;问卷结果显示影响乡镇卫生院人才队伍的突出问题是整体素质低(86%~88%)、用编难度大(70%~74%)、向上虹吸力强(93%~87%)、留人薪酬低(90%~93%)等,且行政分管领导与卫生院院长高度一致。结论:建议定期核定、备案管理卫生院人员编制,满编聘用,自主聘用;改革现行职称制度,实行按年限考核、到期直接聘任制度;实施“一类保障、二类管理”财政新政,增设卫生院工龄补助和特岗津贴。Objective To analyze the problems,causes and countermeasures in the health personnel construction in township health centers.Methods The special investigation questionnaire was designed to conduct investigations on the leaders of the county-level health commission and the heads of the township health centers,and descriptive statistical analysis was carried out on the results.Results The township health centers only accounted for 29%of employees aged 34and below,only 13%of employees with bachelor degree and above,and only 1%of employees with the title of a senior professional post.The results of the questionnaire showed that the problems affecting the personnel of township health centers were low overall quality(86%〜88%),difficult to use the quotas(70%〜74%),strong upward siphon(93%~87%),and low salary(90%to 93%)and so on.Moreover,the leaders of the county-level health commission were highly consistent with the heads of the township health centers.Conclusion It is recommended to regularly verify and manage of the quotas,complete the recruitment and self-employment;reform the current professional title system,implement the system of annual assessment and direct appointment;implement the new financial policy of“type I’s guarantee and type 2’s management”,increase seniority benefits and special post allowances.
