特色村寨建设中民族文化资源开发补偿机制研究

摘　　要：少数民族文化是少数民族生产生活的重要组成部分,是国家利益和国家战略的重要组成部分。当前通过对民族文化资源开发利用推进民族村寨建设取得一定成绩,但由于文化机制创新不足也存在一些问题。文章分析了构建民族文化补偿机制的必要性和重要性;对补偿的原则、标准和方式进行详细阐述;提出了民族文化补偿机制的保障措施,主要包括制度保障、法律保障、财力保障、参与保障等四个方面。论文通过对村寨建设中民族文化资源补偿机制的探讨,以期对村寨建设中少数民族群众利益的实现提供新的思路。Ethnic culture is an important part of the production and living of the ethnic minorities, is an important part of national interests and national strategy based on current promoting the construction of ethnic villages of ethnic cultural resources development and utilization of a certain achievements, but because of a shortage of cultural mechanism innovation also has some problems this paper analyzes the construction of national culture the necessity and importance of compensation mechanism;The principles, standards and methods of compensation are elaborated;It also puts forward the guarantee measures of the compensation mechanism of ethnic culture, including system guarantee, law guarantee, financial guarantee,participation guarantee and other four aspects.
