辛弃疾知滁期间的施政方略和文史贡献

摘　　要：辛弃疾,为官,有干才;作词,有豪放,有婉约,被誉为“人中之杰、词中之龙”。知滁两年间,辛弃疾宽征薄赋,招流散,教民兵,议屯田,创奠枕楼、繁雄馆,撰《声声慢·滁州旅次登奠枕楼作,和李清宇韵》和《木兰花慢·滁州送范倅》,取得了不菲的政绩,充分展示了干才。辛弃疾爱国报国的情怀和招商富民的举措,对当今滁州的经济建设振兴、地域文化打造、民生政策实施等都具有深远的现实意义。Xin Qiji,an official with talent and a poet with both boldness and restraint,is praised as the“the most outstanding of the outstanding and the best of the good in ci-poetry”.During the two years of being a local official in Chuzhou,Xin Qiji achieved great achievements fully demonstrating his talents by implementing such policies as levying poorly on people,recruiting the dispersed,training the militias,discussing the Tuntian(have garrison troops or peasants open up wasteland and grow grains),and even building a tower and the Fanxiong Hall;besides,he wrote two ci-poems concerning Chuzhou.Xin Qiji’s patriotic sentiment for his country and his measures of inviting the investment to make the local people rich are of far-reaching practical significance for Chuzhou’s revitalization of economic construction,regional culture building and people’s livelihood policy implementation.
