基于承载力视角的我国各省份医护人员目标数量分析

摘　　要：目的:从承载力的视角分析我国各省份医护人员的目标数量,探讨可能存在的医护人员缺口问题。方法:以经济发展程度、人口规模以及政府医疗卫生支出水平为投入项,以医生数、护士数为产出项,运用DEA-SBM模型对我国各省份2008-2017历年的医护人员目标数量进行测算,并通过承载达标率指标加以分析。结果:总体来看,我国医生的平均承载达标率为87.75%,护士的平均承载达标率为89.26%,两者均呈现出先下降后上升的趋势;省份之间的差异较为突出,特别是部分经济发达省份有着较高的承载力,目标数量相对较高,因此现实中存在着更大的医护人员缺口。结论:医护人员供给的充足与否更应从其经济、人口等与医疗服务支付能力相关的因素来进行考虑;政府应根据承载力的差异对医护人员进行地区间的有效率配置。Objective:To analyze the target number of medical personnel in different provinces of China from the perspective of carrying capacity,and to explore the possible shortage of medical staff.Methods:Taking the level of economic development,population size and government expenditure on health care as input items and the number of doctors and nurses as output items,it uses DEA-SBM model to calculate the target number of medical personnel in provinces of China in 2008—2017,and analyzes the achievement ratio of carrying capacity.Results:Overall,the average carrying capacity of doctors and nurses in China reaches to 87.75%and 89.26%respectively,showing a downward trend and then an upward trend;the differences between provinces are more prominent,es・pecially in some economically developed provinces with high carrying capacity and relatively high number of targets,so there is a larger gap of medical personnel in reality.Conclusion:The adequacy of medical personnel supply should be considered in terms of让s economy,population and other factors related to the ability lo pay for medical services;the government should allocate medical personnel efficiently among regions according to the difference of carrying capacity.
