免费义务教育政策与农村人力资本积累——基于CFPS的实证研究

摘　　要：基于2016年CFPS数据,利用免费义务教育政策这一外生冲击,采用双重差分法考察了免费义务教育政策对农村多维度人力资本积累的因果影响。研究发现,免费义务教育政策在农村教育人力资本积累上,既有利于高中学业的完成,又有利于更高教育成就的获得;在农村健康人力资本积累上,有利于优势健康状况的获得;在农村能力人力资本积累上,既会显著地提高农村个体的认知能力,也会显著地提高农村个体的非认知能力。此外,还发现受到免费义务教育政策惠及的农村个体会挤占同家庭中未受到该政策惠及的兄弟姐妹的教育、健康等资源。进一步的机制检验还发现免费义务教育政策会通过阅读书籍的偏好效应、互联网学习工作偏好效应、增加未来的信心程度等方式促进农村个体认知能力的提升。Based on the 2016 CFPS data,using the exogenous shock of rural free compulsory education reform,the DID method was used to examine the causal impact of rural free compulsory education reform on multi-dimensional human capital accumulation.The study found that the rural free compulsory education policy is not only conducive to the completion of high school education,but also conducive to the achievement of higher education;the accumulation of healthy human capital is conducive to the acquisition of advantageous health conditions;in the accumulation of human capital,both the cognitive ability and the non-cognitive ability of individuals are significantly improved.This article also finds that children who have benefited from the policy of free rural compulsory education crowd out the resources of education and health of siblings in the same family who have not benefited from the policy of free rural compulsory education.Further mechanism tests also find that free compulsory education in rural areas promotes the improvement of individual cognitive ability through the preference effect of reading books,the effect on the preference of internet learning and work,and the positive effect on the level of confidence toward the future.
