摘　　要：评价和改进医疗服务质量是我国新一轮医药卫生体制改革的重要目标,这需要建立在拥有一套科学和完善的评价指标体系基础之上。然而,我国现有的医疗服务质量评价指标体系滞后于医疗卫生体制改革实践,缺乏系统的理论框架,仅侧重于医院等级评价和业务考察,而没有将评价看作是一个系统的过程,也就难以促进医疗服务质量的持续改进。尝试将广泛应用于公共部门绩效评价的通用评估框架引入医疗卫生服务领域,开发了一套包含三个评价层级共27个指标的医疗服务质量评价指标体系,并以北京S医院为例进行了应用和完善。研究表明,通用评估框架可以为我国医疗卫生质量评价提供新的思路,在实际应用中具有较好的效果,可以准确地呈现医院医疗服务质量的结果和影响医疗服务质量的因素,但也需要在今后的应用中不断更新评价指标,聚焦新医改的任务,增加客观性指标。The evaluation and improvement of healthcare service quality is an important goal of the new round of medical and health system reform in China,which needs to be built on the basis of a set of scientific and perfect evaluation index system. However,the existing evaluation index system of healthcarel service quality is lagging behind the reform of medical and health system. Which Lacks of systematic theoretical framework,focuses on the evaluation of hospital rank and business investigation,does not regard the evaluation as a systematic process,and fails to promote the continuous improvement of the medical service quality. Therefore,this paper attempted to introduce the Common Assessment Framework( CAF) which is widely applied in public sector performance evaluation into the field of medical and health services,developed a set of healthcare service quality evaluation index system with 27 indicators in 3 evaluation levels,and applied in Beijing S Hospital to further improve. The research showed that CAF can provide new ideas for the evaluation of healthcare service quality in China,and has good results in practical application. It can accurately present the results of hospital medical service quality and the factors affecting the quality of medical service,but also needs to constantly update the evaluation index in the future application,focusing on the task of the new medical reform and increasing the objective index.
