摘  要:自从2017年9月出台《乘用车企业平均燃料消耗量与新能源汽车积分并行管理办法》(下文简称办法)之后,在政策运行过程中,其中的利弊也逐渐暴露出来。2019年9月,工信部《关于<乘用车企业平均燃料消耗量与新能源汽车积分并行管理办法>修正案(征求意见稿)公开征求意见的通知》(下文简称修正案)发布。笔者基于"双积分"政策变动的背景,建立了新政策对企业影响的模型,并进行了相关的模拟计算,分析了我国双积分市场现状与未来趋势,中国积分市场与美国积分市场的差异,中国典型新能源车企比亚迪的处境,针对相应的问题,给出了应对措施,旨在解决积分政策不平衡的问题,预测出修改过后的新能源积分政策不仅会影响到我国汽车产业的发展趋势,还会对我国国家整体节能减排战略起到重要作用。Since September 2017,when the measures for the parallel management of corporate average fuel consumption(CAFC)and new energy vehicle(NEV)credits of passenger car(referred to as measures)was drawn up,the loopholes of the double credit policy have been gradually exposed.In September 2019,the Ministry of Industry and Information Technology officially published the notice of public opinions about the draft of amendment to the measures(referred to as amendment).Based on the background of the change in"double credit"policy,this paper establishes a model of the influence of the new policy on the enterprises,and carries out relevant simulation calculation.Also,the paper analyzes the current situation and future trend of double-credit market in China(BYD as an example)and the difference between the credit markets of China and the United States.This paper puts forward the corresponding measures aiming at solving the problem of the imbalance of the credit policy.It is predicted that the modified policy will not only affect the trend of the automobile industry in China,but also play an important role in China’s overall strategy of energy conservation and emission reduction.
