水效标准实施效果评价指标体系研究

摘　　要：用水产品水效系列标准是强制性国家标准,对其实施效果进行评价,对反馈标准实施的效益和影响具有重要意义。本研究通过文献调查等方式,从实施效益、实施情况和技术指标3个方面对标准实施效果进行分析,构建了具有3个一级指标、10个二级指标和26个评价要素的指标体系,为水效标准实施效果的实例研究奠定了基础。The series water efficiency standards named"minimum allowable value of water efficiency and water efficiency grades"are mandatory national standards,and the evaluation of its implementation effect is of great significance for evaluating the standards’effectiveness and impact.This study analyzes the effect of the standards after literature survey from three aspects,including implementation benefit,implementation situation and technical indicators,and establishes an index system with three first-level indicators,10 second-level indicators and 26 evaluation factors,laying the foundation for the further empirical research.
