政策不确定性与企业双元创新行为选择：“激流勇进”还是“循序渐进”

摘　　要：基于世界银行中国企业调查数据,考察了我国政策不确定性对企业双元创新行为选择的影响,以及企业规模对两者关系的调节作用。研究表明:(1)政策不确定性不仅显著促进了企业探索式创新行为,而且显著促进了利用式创新行为;(2)调节效应表明,企业规模负向调节了政策不确定性对探索式创新行为的影响,但对政策不确定性与企业利用式创新行为之间的调节作用并不显著。在不确定的政策环境中,小规模企业更倾向于采取激进的探索式创新行为,大规模企业更倾向于采取温和的利用式创新行为。研究结论对面临不确定的政策环境,不同规模的企业该如何进行双元创新行为选择提供了理论依据。Based on World Bank survey data of enterprise in China, this paper investigated the influence of policy uncertainty on enterprises’ dual innovation behavior choice and the moderating effect of enterprise scale on the relationship between them.The research result indicated that:(1) Policy uncertainty significantly promoted not only the exploration technological innovation behaviors of enterprises but also exploitation technological innovation behaviors of enterprises;(2) Regulatory effect showed that the enterprise scale negatively regulated the influence of policy uncertainty on exploratory innovation behavior, but the regulatory effect between policy uncertainty and enterprise utilization innovation behavior was not significant. In the uncertain policy environment, small-scale enterprises were more inclined to adopt aggressive exploratory innovative behavior, while large-scale enterprises were more inclined to adopt moderate exploitative innovative behavior. The conclusions of the study provided a theoretical basis for enterprises of different sizes to choose dual innovation behaviors in the uncertain policy environment.
