新时代地方医学院校的办学原则、目标与实践路径探析

摘　　要：新时代地方医学院校的发展面临新的机遇与挑战,不能简单照搬部属院校发展的路径模式。以习近平新时代中国特色社会主义思想为指导,围绕区域经济社会发展和卫生健康需求,对地方医学院校的办学原则、办学目标和实践路径进行再思考与再探索。新时代地方医学院校的改革建设发展应坚持地方性、科学性、系统性和特色性的原则,坚持医学人才培养的应用性转向、医学科学技术创新、医学服务"医教研防康协同"、医学文化传承、医学国际交流与合作持续深化的建设目标。具体探索多样化、多层次的医学类卓越人才培养,搭建地方医学服务与医疗技术创新平台,开展以医学文化为价值前提的医教研协同建设,以"地方政府、医学院校和医疗机构"的三方联动实现医学院校教学质量转型升级。The development of local medical colleges and universities is facing new opportunities and challenges in the new era and we should not copy the methods and modes of universities under the direct affiliation of the Ministry of Education.Guided by Xi Jinping’s thought on socialism with Chinese characteristics in the new era,focusing on the needs of local health and economic and social development,this paper rethinks and explores the principles,goals and practical methods of local medical universities.It is suggested that the reform and development of local medical colleges and universities in the new era should adhere to the principles of locality,scientific nature,systematization and characteristics,and adhere to the goals of the practical transformation of cultivating medical professionals,the innovation of medical science and technology,the"coordination of medical teaching,research,prevention and health care",the inheritance of medical culture,and the continuous deepening of international exchanges and cooperation in medicine.This paper also explores the diversified and multi-level training of outstanding medical talents,the construction of a platform for local medical service and medical technology innovation,the collaborative development of medical education and research based on the value of medical culture,and the transformation and upgrading of teaching quality of medical colleges and universities through the linkage of"local government,medical colleges and medical institutions".
