摘　　要：档案职业资格证书制度的研究不仅对社会现实缺乏应有的观照,同时将职业资格证书制度的缺位视为档案职业专业化低下的原因。合法性是制度可行性的核心,其兼备“既定程序上的合规性”和“社会价值上的正当性”两个相关的维度。档案职业资格证书制度的设想不仅在形式上缺乏明确的法律法规依据,不符合《中华人民共和国行政许可法》设定的行政许可范围、不符合《中华人民共和国公务员法》规定的档案职业入口以及与现行的档案职称制度,也与我国职称制度改革的方向不相适应;同时在内容上违背正当的社会同一性价值,背离了劳动分工“职业化—专业化”的二重演进规律。The research on the archival professional qualification certificate system not only lacks due attention to the social reality,but also regards the absence of the professional qualification certificate system as the reason for the low professionalization of archival occupation.Legitimacy is the core of the feasibility of the system,which has two dimensions of‘compliance in established procedures’and‘legitimacy in social values’.The assumption of archival professional qualification certificate system is not only lack of clear legal and regulatory basis in form,does not meet the scope of administrative license set by the administrative license law of the people's Republic of China,does not meet the requirements of the civil servant law of the people's Republic of China,and does not adapt to the current archival professional title system and the direction of the reform of the professional title system of our country;at the same time,it includes It violates the legitimate value of social identity and deviates from the dual evolution law of‘occupationalization—professionalization’of labor division.
