摘 要:利用2000—2016年省级面板数据,通过双向固定效应控制时间和个体效应,发现研发创新效率的提高确实带动了经济向高质量发展,但对我国东、中、西部地区的影响程度存在差异。通过分位数回归发现高技术产业研发创新效率的提高对于不同经济发展阶段的省份其边际效应具有差异性,与此同时,收入差距和碳脱钩程度也会随发展阶段的变化相应出现拐点。其中,经济发展质量越高的省份碳脱钩程度也越高,收入差距所带来的负面影响也越大。这意味着各地政府要想实现经济高质量发展,除了要因地制宜发展高技术产业外,还要适当顾及民生和环境问题,以解决“人民需求”与“经济发展”不平衡的问题。This paper uses the provincial panel data from 2000 to 2016 to control the time and individual effects through two-way fixed effects to find that the improvement of R&D innovation efficiency has indeed driven the economy to high quality development.Through the panel quantile regression,it is found that the improvement of R&D innovation efficiency in high-tech industries has different marginal effects for provinces with different economic development stages.At the same time,the income gap and the degree of carbon decoupling will also change with the development stage.The higher the quality of economic development,the higher the degree of carbon decoupling in the provinces,along with the greater the negative impact of the income gap.This means that in order to achieve high-quality economic development,local governments,in addition to developing high-tech industries according to local conditions,should properly take the people's livelihood and environmental issues into consideration to solve the problem of imbalance between“people's needs”and“economic development”.
