摘 要:信息化、数据化时代的政府掌握了大量信息数据资源,政府公开信息,与其他治理参与方共享信息资源,对政府履行治理责任及提升治理体系的运行效率具有重要的工具价值。基于治理体系的需要和治理主体日益多元化的现实,政府要重新界定在公开信息方面的责任边界,不仅要公开自己的信息,还有责任公开其掌握的法人、公民等非政府主体的相关信息,使之成为可辨识的治理参与者。这意味着政府信息公开应由“管理导向”转变为“治理导向”,以回应治理现代化的要求。In the era of information and data,the government has mastered a large number of information and data resources.The disclosure of information by the government and the sharing of information resources with other governance participants have important instrumental value for the government to fulfill its governance responsibilities and improve the operation efficiency of the governance system.Based on the needs of governance system and the reality of increasingly diversified subjects,government needs to redefine the responsibility boundary in the disclosure of information.It should not only disclose its own information,but also disclose relevant information of non-government bodies such as legal persons and citizens,so as to make them recognizable governance participants.This means that government disclosure should be changed from"management orientation"to the"governance orientation"to respond to the requirements of governance modernization.
