生态保护区农户致贫因素与精准扶贫路径选择研究--基于秦巴山区的微观数据

摘　　要：秦巴山区生态环境脆弱,致贫因素复杂,贫困人口众多,有效识别秦巴山区农户的致贫因素与根源,对于精准扶贫政策的实施具有重要作用。文章基于精准扶贫视角,以秦巴山区646户的农户调查数据,采用二元Logistic模型对农户贫困的影响因素进行实证分析。结果表明:户主教育年限、健康状况、家庭成员外出务工情况和遇到困难可寻求帮助人数对农户贫困具有显著负向影响,户主职业、家庭规模和家庭成员健康状况对农户贫困有显著正向影响。基于此,提出应该加大农户人力资本和社会资本存量,完善基础设施建设、提高村干部待遇福利、加大转移支付力度、完善退耕还林补贴机制、加强监督考核机制等对策建议,旨在为国家精准扶贫政策的有效实施提供决策参考。The ecological environment of Qinba Mountain is fragile,the poverty-reducing factors are complex,and the poverty-stricken population is numerous.The effective identification of the poverty-stricken factors and root causes of farmers in Qinba Mountain Area plays an important role in the implementation of the precise poverty alleviation policy.Based on the perspective of accurate poverty alleviation,this paper uses the binary logistic model to empirically analyze the influencing factors of rural household poverty based on the survey data of 646 households in Qinba Mountain Area.The results show that:the education period of the head of the household,the health status,the situation of family members going out to work,the difficulties encountered have a significant negative impact on the poverty of the farmers.The occupation of the head of the household,the size of the family and the health status of the family members are Poverty has a significant positive impact.Based on this,it is proposed to increase the farmer’s human capital and social capital stock,improve infrastructure construction,improve the treatment and welfare of village cadres,increase transfer payments,improve the subsidy mechanism for returning farmland to forests,and strengthen supervision.The assessment mechanism and other countermeasures and suggestions are aimed at providing decision-making reference for the effective implementation of the national precise poverty alleviation policy.
