摘 要:目的:以薪酬制度改革为起点,探讨公立医院薪酬制度改革本身及相关领域的问题,提出合理化建议。方法:通过问卷调查法和半结构式访谈法,对北京市16个区及其所属公立医院开展问卷调查,从医院和医务人员两个方面了解薪酬制度改革状况。同时,选取其中9个区进行现场调研,了解薪酬制度改革经验。结果:公立医院在推进薪酬制度改革过程中,呈现出了各种各样的问题:绩效工资总量核定不科学、编内外人员的不公平待遇等。结论:薪酬制度改革是新医改的重要抓手,建议加大财政补偿力度、科学合理核定绩效工资总量、优化薪酬结构等,稳妥推进公立医院薪酬制度改革。Objective:Starting from the reform of the salary system,the problems of the salary system reform of public hospitals and related fields are discussed,and reasonable suggestions are put forward.Methods:By means of the questionnaire survey and semi-structured interview,a questionnaire survey was conducted among 16 districts and their public hospitals in Beijing to understand the salary system reform situation from the hospital and the medical staff two aspects.At the same time,9 districts are selected for field investigation to understand the experience of salary system reform.Results:In the process of promoting the reform of salary system in public hospitals,a variety of problems have emerged:the unscientific verification of the total amount of performance pay,the unfair treatment of staff and contract staff,and so on.Conclusion:The reform of salary system is the focus of the new medical reform.In order to propel the reform of salary system in public hospitals steadily,it is suggested that the financial compensation should be increased,the total amount of performance wage should be approved scientifically and reasonably,the salary structure should be optimized.
