摘　　要：放生作为一种宗教活动在我国有着悠久历史,但缺乏科学指导和相关法律法规。近年来放生不仅导致生态入侵、放生动物大量死亡、危害公共安全和破坏自然生态系统等问题,而且违背了放生“尊重生命”的本意。本文阐发了放生管理措施。首先,对放生物种多样性、放生地点进行规范。第二,对放生的生态环境进行跟踪评估。第三,根据物种、生态环境容量,制定放生技术标准和程序。第四,建立放生监管体系并实施行政审批制。第五,综合生物学知识、环境、已有放生地点,绘制放生地图,满足公众放生需求。第六,加强科学放生宣传和教育,编制科普读物,进行多维度宣传。最后,建立群众举报机制,依法打击非法放生行为。As a religion activity,it has a long history of animal release in China.However,these release activities lack scientific guidance and relevant laws and regulations,resulting in ecological security events such as ecological invasion and environmental pollution,which not only cause a large number of dead animals to die,endanger public safety and damage natural ecosystems,but even encourage illegal hunting and so on.It also violates the activity's original intention of"respect for life".A set of management and measures of animal release is proposed by this study.First,To regulate the biodiversity of released species and release sites;Second,Track and evaluate the ecological environment of release;Third,according to the capacity of species and ecological environment,develop technical standards and procedures for releasing animals;Fourth,establish a regulatory system for releasing captive animals and implement an administrative approval system;Fifth,Integrate biological knowledge,environment and existing release sites,draw release maps to meet public demand;Sixth,strengthen publicity and education on the release of captive animals,compile popular science books and conduct multi-dimensional publicity;Finally,establish a mechanism for people to report illegal animal release in accordance with the law.
