摘　　要：2014年8月7日,俄罗斯开始实施反经济制裁措施,作为欧美对其实施经济制裁的反击,其措施之一就是实施部分农产品进口禁令。此次农产品进口禁令给欧盟奶制品市场带来了巨大危机。2013年欧盟新一轮共同农业政策(CAP)改革中强化了市场危机应对政策在构筑农产品市场“安全网”方面的作用,本文就欧盟应对此次市场危机所采取的具体政策内容、实施范围和细则进行剖析。研究结果表明:欧盟在CAP基础上快速启动临时特殊支持措施以应对禁令导致的市场危机,针对奶制品市场方面调整了私人存储计划、公共干预措施和“一揽子”计划等,政策调整的经济效果显著。欧盟重视农产品市场危机防范和应对,针对不同农产品特性而细化危机应对政策,政策实施设立有效期限,并根据市场反应及时调整相应政策等做法,对调整中国农产品市场危机应对政策具有重要参考意义。In the new round of EU CAP reform in 2013, the role of market measures in dealing with the crisis and building the agricultural market “safety net” was strengthened. The ban on the import of agricultural products , which was taken as a measure of Russian anti-economic sanctions in 2014, has brought a huge crisis to the EU market for dairy products. In this paper, the aims and concrete market measures, taken by the EU to deal with the market crisis, are analyzed, and it is found that the EU can quickly adjust the measures against market disturbance on the basis of the CAP, adjust the private storage plan, public interventions and “package” plans for the dairy products. The EU takes the prevention and response of market crisis seriously, refines the crisis response measures according to different characteristics of agricultural products, sets up the effective period of agricultural measures, and adjusts the response measures in time according to the market response, which are of great significance for the adjustment of China ’s agricultural measures against market disturbance.
