摘　　要：清初儒臣张伯行不仅以学术与事功之双美彪炳史册,更以“天下清官第一”而饮誉其时。他一生为官政声显赫,经世事功颇可称述。撮其要者厥在如下诸端:治理水患、赈济灾民,以救民于水火;惩治贪污、革除弊政,汲汲于政治新风之营建;兴办书院、刊刻儒书,以兴起教化,移风易俗。对于清初地方社会秩序重建甚至“康乾盛世”的到来,可谓居功至伟。Zhang Boxing,a Confucian minister in the early Qing Dynasty,was well-known not only for his excellent academic and meritorious achievements,but also for his“the first clean official in the world”.He has been a prominent official and politician all his life,and has made remarkable achievements in the world.The key players are as follows:harnessing floods and relieving victims in order to save people from floods and fires;punishing corruption,eliminating malpractices,and learning from the construction of new political customs;setting up academies and publishing Confucian books in order to promote education and change customs.For the rebuilding of local social order in the early Qing Dynasty and even the arrival of the“prosperous period of Kang and Qian Dynasty”,it can be said that it was a great achievement.
