摘　　要：精细化的过程管理和现场的低成本管理,是质量体系的重要组成部分。该文分别对常规军工科研和生产项目的精细化策划运作特点和要求进行了论述,提出了科研开发项目注重过程节点策划和生产项目注重清单的思路。同时对军工项目实现低成本运作提出了各个过程现场的低成本持续改善方法,以求推动低成本的现场持续改善,降低消耗和成本,获取间接利润和效益。Refined process management and low-cost on-site management are important components of the quality system.This article separately discusses the characteristics and requirements of fine planning and operation of conventional military scientific research and production projects,and puts forward the ideas of focusing on process node planning and production projects on scientific research and development projects.At the same time,low-cost continuous improvement methods for various process sites are proposed for lowcost operation of military projects,in order to promote continuous improvement of low-cost sites,reduce consumption and costs,and obtain indirect profits and benefits.
