公共管理学科的定量研究被滥用了吗?——与刘润泽、巩宜萱一文商榷

摘　　要：经过20多年的发展,中国公共管理学术研究取得了惊人的发展和成就,其标志之一是定量研究方法的出现和崛起。然而定量研究方法在国内公共管理学界是在争议和质疑中发展的。由于学科发展刚刚起步,定量研究在公共管理研究中的使用确实存在一些问题,但是对定量研究方法的认识要建立在对定量研究方法的本体论和认知论的基础上,定量研究方法是社会科学认识和改造世界重要的武器。当前在中国公共管理学研究中定量研究方法不仅仅没有被滥用,反而是发展的不够。认为定量研究方法被滥用一部分是由于对定量研究方法在社会科学研究中应用的认识有误区,一部分是因为中国公共管理学对定量研究方法的教学和训练还不够,离公共管理学研究的现实需要还有差距。本文希望可以厘清一些长期以来困扰定量研究在公共管理领域使用的一些问题,为定量研究方法的论文写作和公共管理学定量研究方法教学提供一些建议。中国公共管理学界要大力推进和发展定量研究方法,大力提升定量研究的水平。After 20 years’ development,Chinese public management research has achieved stunning progress,which is indicated by the emergence and development of quantitative research methods.However the development of quantitative research methods is not developed without doubt.While this article recognizes that the use of quantitative research methods has some problems in public management research,quantitative research methods are not abused in the field as critics have alleged.We argue that in the field of public management,quantitative methods are underdeveloped instead.The critique that it is abused is,on one hand,due to the misunderstanding of quantitative research methodology;On the other hand,because the teaching and training of quantitative research methods are insufficient in public management research and education.Therefore this article aims to clarify some misunderstanding and doubts on the use of quantitative research methods and provide some suggestions for quantitative public management research,publication and education.
