摘　　要：世界主要国家将发展战略性新兴产业作为维护国家安全、更好地把握科技和产业机遇的优先战略,但面临新技术、新市场的系统变革。研究将产业科技、市场与政策环境纳入一个分析框架,构建战略性新兴产业自主发展的概念框架,提出战略性新兴产业自主发展水平的测度指标体系;以新一代信息技术产业作为案例,分析并判断中国该典型产业的自主发展状况,在此基础上提出中国战略性新兴产业自主发展的策略建议。The major countries in the world regard the development of strategic emerging industries as a priority strategy for maintaining national security and better grasping technological and industrial opportunities, but they are facing systematic changes in new technologies and new markets. Study the integration of industrial technology, market and policy environment into an analytical framework, build a conceptual framework for the indigenous development of strategic emerging industries, propose an evaluation indicator system for the indigenous development level of strategic emerging industries;use the new-generation information technology industry as a case to analyze and judge based on the status of indigenous development of this typical industry in China, on this basis, it proposes strategic suggestions for the indigenous development of China’s strategic emerging industries.
