摘 要:为适应开放科研生产体系、军民深度融合发展格局对宇航外协质量管控提出的新挑战,以解决全面转型时期宇航企业外协质量管控存在的局限性和不适应性为目标,创新外协管控模式,提出了将外协质量管控与矩阵式宇航项目管理工作体系相结合,应用系统化方法,识别管控的关键过程域。应用结构化方法,将各关键过程域与组织、项目的控制要点进行解析,形成基于组织面向项目的矩阵式外协质量管控方法。有效提高了外协产品过程质量管控水平,确保了宇航型号任务按时、高质量的完成,促进了研究院与外协配套单位的合作共赢。In order to adapt to the new challenges raised by the open production system to the aerospace outsourcing quality management and control,to address the limitations and incompatibility of the quality management and control of the aerospace enterprises in the period of comprehensive transformation,and also to innovate the outsourcing management and control mode,this paper proposes a method which identifies the key process areas of the control activities applying systematic method to combine outsourcing quality management and control and matrix aerospace project management system.The paper applies the structuring method to analyze the key process areas and the control points of the organization and the project,and forms a matrix outsourcing management and control method based on the organization-oriented project.This method effectively improves the process quality control levels of the outsourced products,ensures on-time and high-quality completion of the aerospace missions,and promotes the cooperation and win-win result between CAST and the suppliers.
