摘　　要：党的十八大以来,中国进入城乡转型的快速发展期,然而城乡二元结构、现行法律困境以及高昂的交易费用成为城乡一体化发展的掣肘。作为习近平全面深化改革思想的重要萌发地,浙江通过统筹城乡发展、强化顶层设计、激活基层组织和共享改革成果,在农户承包地制度、农村宅基地制度和集体建设用地制度试点探索方面取得了有效的突破。习近平总书记在多个公开场合宣传、推广和号召学习浙江经验,下一步,全国其他地方可在借鉴浙江已有经验的基础上,继续深化农户承包地制度改革,推进宅基地“三权分置”制度改革,加快集体建设用地入市制度改革,提升农村土地制度变革的制度化能力。Since the 18th National Congress of the Communist Party of China,China has entered a period of rapid development of urban-rural transformation.However,the urban-rural dual structure,the existing legal difficulties and the high transaction costs have become the constraints for the development of urban-rural integration.As an important germination place of Xi Jinping's thought on comprehensively deepening reform,Zhejiang has made effective breakthroughs in areas such as the rural household contracted land system,rural homestead system and collective construction land system through overall planning of urban and rural development,strengthening top-level design,activating grass-root organizations and sharing the results of reform.General Secretary Xi Jinping has publicized,promoted and called for learning from Zhejiang's experience on many public occasions.In the next step,on the basis of drawing lessons from Zhejiang's existing experience,the rest of the country can continue to deepen the reform of the system of contracted land of farmer households,promote the reform of the"three-power separation"system of homestead,accelerate the reform of the system of marketization of collective construction land,and improve the institutionalized capacity of rural land systems.
