摘　　要：关注残疾问题是一个具有全球影响的发展问题。残疾是一种普遍的人类经验。优化功能和减少残疾的活动和干预措施构成了对残疾的社会反应。残疾作为一种健康结果应该得到比迄今为止更多的关注。在此提出一个在社会和公共卫生背景下重新思考残疾的论点。残疾不是一种固定的状态,而是一个不断变化、演进和互动的过程。可以从无残疾到完全残疾的连续统一体中,通过有效的方法和手段,对健康状况进行评价,在此基础上,对公共卫生干预和社会构建的相关政策进行调整,以提升社会对残疾反应的整体效力和相关性。There has been a global focus on disability as a development issue with a global impact.Disability is a universal human experience.Activities and interventions towards optimizing functioning and reducing disability constitute the social response to disability.Disability as a health outcome deserves more attention than it has so far received.We present here an argument for rethinking disability within social and public health contexts.Disability is not a fixed state,but a process of continuous change,evolution and interaction.In the continuum from no disability to complete disability,we can evaluate the health status through effective methods and means.On this basis,we can adjust the public health intervention and social construction policies to enhance the overall effectiveness and relevance of the social response to disability.
