摘  要:特殊教育学学科是教育学的二级学科。新中国建立以来,特殊教育学科建设和发展始终围绕服务于贯彻党和政府以人为本理念、弘扬人道主义精神,服务于特殊教育人才培养、促进残疾人全面发展的基本思想,建设特殊教育知识体系。党和政府关心支持特殊教育的政治驱动机制、法律法规强力规范的法治驱动机制、社会需要和公共参与的社会驱动机制,是特殊教育学科发展建设的内在驱动机制与路径。70年来,特殊教育学发展在服务于专业人才培养和特殊教育发展改革等方面的能力不断提升,同时也存在着学科建设目标不够清晰、原创性的理论创新不足等问题。The special education discipline is a second-level discipline of pedagogy. Since the founding of the People’s Republic of China,the construction and development of special education discipline has always focused on serving the Party and the government,putting people first,carrying forward the humanitarian spirit,and serving the basic conception of training of special education talents and promoting the comprehensive development of disabled,and building a knowledge system for special education. The party and the government are concerned about the political driving mechanism supporting special education,the legal driving mechanism strongly regulated by laws and regulations,and the social driving mechanism of social needs and public participation,which are the internal driving mechanism and path for the development and construction of special education disciplines. The special education has had significant improvement in the cultivation of professional talents and the development and reform of the education in the past 70 years. At the same time,however,some problems are yet to be solved,such as ambiguous construction goals of disciplines and a lack of creative original theories.
