数据共享、企业策略和政府监督激励——基于演化博弈分析

摘　　要：数据共享是创新驱动、经济高质量发展的重要动力,建立政府参与的企业间数据共享演化博弈模型,仿真模拟政府监督激励行为和企业共享行为的演化路径。结果表明:第一,企业共享意愿会因数据异质、企业间信任和违约金而增强,由共享损失而减弱,且初始意愿也对企业共享演化路径有调节作用;第二,政府监管对企业共享策略的影响较小,需要配合政府补贴等政策工具来引导企业共享,同时,企业共享伴随补贴变化呈现"影响小、套取补贴、积极共享"的演化路径;第三,促进企业数据共享的有效办法是预评估数据质量、提高数据互补性、增强数据安全互信、构建战略合作、健全政策体系。Data sharing is an important force for innovation and high-quality economic development.An evolutionary game model of data sharing among enterprises with government is established to simulate the evolutionary path of government supervision and incentive and enterprise sharing.It shows that the willingness of enterprises will be enhanced due to data heterogeneity,corporate trust and liquidated damages,and weakened due to sharing losses.Secondly,government regulation has little impact on enterprise sharing,which needs to cooperate with government subsidies.At the end,the effective ways are to pre-evaluate data quality,enhance data security mutual trust,build strategic cooperation,and improve policy system.
