我国制度优势转化为国家治理效能的理论逻辑与有效路径分析

摘　　要：新时代如何把我国制度优势更好转化为国家治理效能,是党的十九届四中全会提出的全新命题。国家治理效能是国家治理活动所产生的一系列有利作用或积极效果,表现为国家制度和治理体系所指向的治理目标的实现程度。国家治理效能的高低与三个因素密切相关:一是国家治理的制度化水平,也就是国家治理体系内部诸要素的合理组合和有效运行情况;二是国家治理面临的风险挑战状况;三是国家制度和治理体系对于风险挑战的适应状况。其中,国家治理的制度化水平主要取决于国家制度的内在属性是否优越、国家治理体系的内部结构和功能是否合理、国家治理体系的运行机制是否健全,以及国家治理主体的治理能力特别是制度执行能力是否强大。根据这种理论框架,在保持制度内核长期稳定的基础上,优化国家治理体系的结构与功能、创新国家治理体系的运行机制、提高国家治理能力特别是制度执行能力,是把我国制度优势更好转化为国家治理效能的有效路径,也是以“制度治国”方略巩固和发展“中国之治”的可行之路。How to better transform China's institutional advantages into effective governance in the new era is a new issue put forward in the Fourth Plenary Session of the 19th CPC Central Committee.The effectiveness of state governance is a series of favorable and positive effects produced by state governance activities,which is manifested in the fact that how many goals in institution and China’s governance system have been achieved.The effectiveness of state governance is closely related to three factors:first of all,the level of institutionalization of state governance,that is,whether the internal elements of China’s governance system are reasonably combined and operating effectively;secondly,the risks and challenges faced by state governance;last,the adaptation of institution and China’s governance system to external risks and challenges.Among them,the level of institutionalization of state governance mainly depends on whether the intrinsic nature of institution is superior,whether the internal structure and functions of China’s governance system are reasonable,whether the operating mechanism of China’s governance system is sound,and whether the capacity of governance subjects,especially the capacity to implement institution,is strong.According to this theoretical framework,on the basis of maintaining the long-term stability of institutional core,it is an effective way to transform China's institutional advantages into more effective governance by optimizing the structure and functions of China’s governance system,innovating its operating mechanism,and improving governance capacity,especially the capacity to implement institution.This is also a practicable way to consolidate and develop“China’s governance”by the strategy of“governing by institution”.
