涉海法律人才岗位胜任力构成要素探析

摘　　要：海洋人才是"海洋世纪"海洋事业发展的基础,涉海法律人才的培养是海洋法治建设的重要一环。涉海法律人才的界定受目前我国涉海立法分散、缺失的影响并没有统一的认识,"大海洋法"的教育和人才培养符合当下的国情。借助胜任力理论定位涉海法律人才具有一定优越性,基于胜任力理论,涉海法律人才是具有全面的知识维度、专业的技能维度、适当的社会维度、准确的自我认知维度、良好的人格特质维度、积极向上的目标维度等多重维度能力的服务于海洋发展的专业化法律人才。The marine talents are the foundation of the development of the"the century of the ocean"and the sea,and the cultivation of the legal talents in the sea is an important part of the construction of the rule of law of the sea. The definition of the legal personnel in the sea is affected by the current legislation of the sea and the effect of the absence of the law is not unified,and the education of the"the law of the sea"and the personnel training are in accordance with the current situation. Based on the theory of competence,it is advantageous to locate the legal talents of the sea,and the legal talents in the sea should have a comprehensive knowledge dimension,a professional skill dimension,an appropriate social dimension,an accurate self-cognitive dimension and a good personality characteristic dimension. The active upward target dimension and other multi-dimensional capabilities serve the professional legal talents of the development of the ocean.
