新常态“创新驱动发展战略”实施前后规模以上工业企业研发创新效率比较研究——基于DEA-Malmquist指数方法的实证分析

摘　　要：对新常态下加快实施“创新驱动发展战略”前后各区域工业企业研发创新效率进行比较研究,能够有效评估国家重大战略在工业研发创新领域的实施效果,为战略进一步在各地深入实施提供重要参考,实践指导意义不言而喻。本文基于DEA-Malmquist指数方法的研究发现:研发创新效率地域差异明显,区域间研发创新各项效率指标表现参差不齐,创新驱动发展战略对大多数区域创新效率的提高推动作用显著,部分省市研发创新效率未升反降的情况值得重视,对于新时代创新驱动发展战略的实施政府可以大有作为,推进区域整合与地区协同发展迫在眉睫,高质量发展要促使创新要素活力竞相迸发,进一步促进研发创新效率再上新台阶。A comparative study of the R&D and innovation efficiency of industrial enterprises in various regions before and after the implementation of the“innovation-driven development strategy”under the new normal can effectively evaluate the implementation effect of national major strategies in the field of industrial R&D and innovation.The practical significance is self-evident.Based on the panel data of 2012~2014 and 2015~2017 respectively,this paper excludes the influence of the incidental factors of single-year cross-section data,and comprehensively examines the efficiency of R&D.The three-year panel data in two comparison periods will reflect the dynamic changes of innovation efficiency with higher degrees of freedom and higher estimation efficiency.In this paper,the DEA-Malmquist index method is used to systematically study the time evolution of innovation efficiency and the regional diffe-rences.After careful and thorough analysis,several important conclusions are obtained.It is found that the geographical diffe-rences between R&D efficiency are obvious,and the performance indicators of R&D innovation among regions are uneven.What's more,the innovation driven development strategy has a significant effect on the improvement of innovation efficiency in most regions.It is worth mentioning that the situation of insufficient efficiency needs to be studied carefully.Regional integration and regional coordinated development are imminent.Looking ahead,the government can make greater contributions in the new era,and high-quality development should raise R&D efficiency to a new and higher level.
