摘　　要：目的探讨江苏省卫生高层次人才队伍建设的优势、劣势、机遇及挑战。方法利用SWOT分析法,深入分析新形势下江苏省高层次卫生人才队伍建设的优势、劣势、机遇和挑战,并提出相应对策,为江苏省高层次卫生人才的建设提供政策建议,为提高全省医疗卫生服务质量和综合竞争力打下基础。结果江苏省经济发达,区位优势突出,卫生事业发展现状良好,拥有多所医学类高等院校,实力突出,地区影响力大,国内多省份经验借鉴,但高层次人才比例不足,分布不合理,且卫生高层次人才不足。当前江苏省是医改试点省份,需要更多技术型高层次卫生人才,有《国家中长期人才发展规划纲要(2010-2020)》政策支持,对人才需求越来越强烈,同时周边省份医、教、研水平发展迅猛,竞争压力加大,省内区域发展不平衡,部分地区难以吸引高层次人才。结论当前江苏省卫生高层次人才队伍建设机遇与挑战并存,应当充分发挥优势,规避劣势,加大财政投入和政策支持力度,确保卫生高层次人才队伍建设效果。Objective To explore the advantages,disadvantages,opportunities and challenges of the construction of high-level health personnel team in Jiangsu Province.Methods Using the SWOT analysis method to analyze the advantages,disadvantages,opportunities and challenges of the construction of high-level health talents in Jiangsu Province in the new situation,and propose corresponding countermeasures to provide policy recommendations for the construction of high-level health talents in Jiangsu Province.The provincial medical and health service quality and comprehensive competitiveness have laid the foundation.Results Jiangsu Province has developed economy,outstanding location advantages,and good development of health services.It has multiple medical colleges and universities with outstanding strength and great regional influence.It draws on the experience of many provinces in China.And insufficient high-level health personnel.At present,Jiangsu Province is a pilot province for medical reform.It needs more technical and high-level health personnel.It has the policy support of the"National Outline for the Development of Medium and Long-term Talents(2010-2020)."The level of teaching and research is developing rapidly,competition pressure is increasing,and the regional development within the province is uneven,and it is difficult for some regions to attract high-level talents.Conclusion At present,the opportunities and challenges of the construction of high-level health personnel in Jiangsu coexist.We should give full play to our advantages,avoid disadvantages,increase financial input and policy support,and ensure the construction of high-level health personnel.
