乡村振兴背景下农村集体经济与乡村治理有效性——基于皖南四个村庄的实地调查

摘　　要：农村集体经济发展与乡村治理具有内在关联性。当前,农村呈现出空心化、空巢化和老龄化等困境,农民难以被有效组织动员,农村共同体面临消解。本文基于皖南多个村庄的实地调研,结合农村集体经济的演进逻辑,提出农村集体经济的三种类型,即外生型、合作型和内生型。农村集体经济作为集体所有,能够再造村庄共同体,形成利益共同体、组织共同体和生活共同体的新型村庄共同体。农村集体经济有利于改变村级组织治理弱化的现状,通过治理权威形塑、治理资源强化和治理形式多样,增强治理主体的治理能力,促进村民自治在广度和深度方面发展,从而实现乡村治理体系和治理能力现代化。Rural revitalization emphasizes“thriving industries”and“effective governance”,and rural collective economic development and rural governance have an internal correlation.At present,the countryside presents a dilemma of hollowing out and aging.It is difficult for farmers to organize and mobilize effectively,and the rural community is facing dissolution.Based on the field investigation of several villages in southern Anhui and the evolution logic of rural collective economy,this paper puts forward three types of rural collective economy,namely exogenous,cooperative and endogenous village-level collective economy.As a collective economy,rural collective economy can rebuild the village community and form a new village community of interest,organization and life.Rural collective economy is conducive to changing the current situation of weakened village-level organizational governance.Through authoritative governance,strengthening governance resources and diversified governance forms,the governance capacity of governance subjects can be enhanced to promote the development of villagers'autonomy in breadth and depth,so as to realize the modernization of rural governance system and governance capacity.
