摘　　要：面对日益严峻的航空保安形势,各民航机场根据民航局的规章要求,建立和实施航空保安管理体系.针对目前航空保安管理体系绩效考核存在的难以定量化考核的问题,本文总结研究了机场对航空保安管理体系的落实情况;运用关键绩效理论的方法,基于对机场总体保安目标的分解,从机场、部门、岗位3个层级,人员、设备、环境、管理4个维度,研究构建了航空保安管理体系的13个关键绩效指标,为关键绩效指标设计评估标准,并运用构建的指标体系进行验证评估.有助于对航空保安管理体系进行定量化考核,提高机场空防安全水平.Faced with the increasingly severe aviation security situation,civil aviation airports have established and implemented aviation security management system in accordance with the regulations and requirements of the Civil Aviation Administration.Aiming at the problem that it is diff icult to quantify the performance evaluation of the aviation security management system,this paper summarizes and studies the implementation of the airport's aviation security management system;based on the decomposition of the overall security objectives of the airport,13 key performance indicators of the aviation security management system are studied and constructed from three levels of airport,department and post,personnel,equipment,environment and management.The evaluation criteria are designed for the key performance indicators,and the index system is used to validate the evaluation.It is helpful for the quantitative assessment of aviation security management system and the improvement of airport air defense safety level.
